Just got a phenom II x4 940 for xmas need oc help?

ok im trying to oc this to the highest i can get on air i have seen 3.9 ghz.
But to the point. i had no problem ocing a tri core amd processor. this one is confusing. in cpuid it says it is running at 800 mhz w/o oc? but stock is 3 ghz. I have changed bios setting and got cpuid to say 2.7 ghz but i dont want to do anything to ruin my cpu so i left it stock and im asking for help here. any reply would be nice. thank you.

Make sure Cool and Quite is not on, or anything else similar to that on your computer. If it still appears like that, double check your numbers with AMD AOD.

C1E is the other power saving feature ...

i just went back and just changed my multiplier itself and it worked o.k. i think i put it at 17.5 so im running 3.5 ghz
