Well only one question, I keep seeing stuff about how its hard locked to a certain point and you have to use like the amd tool to go higher, do I HAVE to flash the bios to do any type of overclocking or just some extreme variations?

MSI Afterburner will work for you. Look for MSIAfterburner.cfg inside MSI folder (not the one inside profile), open that and down at the bottom look for:
Code:
[ATIADLHAL]
EnableUnofficialOverclocking	= 1

If it is set to 0 or not there, add it and make sure it is set to 1.

No more hard cap.

Does this mean I can use MSI Afterburner to up voltages and go past the overclock in CCC without flashing my Sapphire 5850 bios?
