Capture Cards? I need to be informed.

I'm building a new rig and I figured what the hell I might as well look at accessories for it.

I do a lot of video editing regarding games and I want to start expanding into machinima videos. I don't like the performance hit that fraps subjects my frames too, so I am interested in capture cards...

However there are some questions I have.

On the internet, I have only run into capture cards that people use for recording xbox 360 or w/e, do these work for PC games as well?

Are capture cards capable of capturing video in HD or at least the same resolution as my monitor?

What is the accepted price range of capture cards so I can tell what might be high-end or low-end?

Thanks in advance.
