GA-P31-DS3L Wont put power through

Everything is connected up, the power suply works fine, it just wont boot =[ tryed turning the wires around on the switch's but still no joy!!! can anyone help me here :S

Besides the GA-P31-DS3L what are the rest of the system spec's, including CPU, RAM, PSU, etc.?
