ASUS P7P55D + i5 750 OC throttling (EIST/C1 disabled)

I posted this in the CPU forum section, but I think it may be a mobo issue. So im sorry if the double post is illegal, if so just lock/delete it. I need some help though :|

So i just put together a budget(ish) rig, and my first attempt at overclocking.

She starts up/runs fine @ 3.8, manual vcore (not lowest setting) ~1.31
190clock --> 20x mult

Disabled C1E, SpeedStep (EIST), and C2/C3..

Under Prime95 small fft full load, my multiplier is alternating from 19x to 20x (set manually to 20x). I'm fairly sure I've disabled all the settings for power saving and throttling. My temps are ~57 under load, so i don't think its a temp throttle.

Any insight? (I did try to search, but most threads were solved w/ disabling EIST + C1E)

System:
i5 750 @ 3.8
ASUS P7P55D mobo + latest BIOS (rev 1600 or something)
Ripjaw 1600 4GB (2x2gb sticks) at 7-8-7-24 + auto rest
Sapphire 5770 Vapor X
Antec 900
OCZ 600W PSU

One thread will do.....multiple threads are just going to confuse us all when their are replys in both sections, its not illegal, just frowned upon (you can report your own thread via the "!" and request your other thread to be deleted). :)

Anyhoo, have you disabled ALL C states? Is turbo disabled?
 
Yes, i have C1E disabled, and the C2/C3... setting disabled.

Edit: Turbo is also disabled

Thanks. I actually had filled it all out and posted it, but accidentally had the thread closed lol. I'm at work currently, so I can't rewrite that until later this evening, but i will get the information up asap.

I am running the current 1610 BIOS settings.
 
Any reason why the PCIe freq is changed from 100 (stock) to 103?
 
Sometimes that helps with stability, but most boards dont need that until higher bclks I dont believe. It shouldnt hurt anything there, so I would just leave it if there are no issues, or put it back to 100.

By the lack of "TurboMode Tech" in my bios, is this the reason I can't get it disabled?
At idle my CPU multiplier does goto 9x.

If this is the case, how the hell do i go about disabling it if its not in my updated BIOS?
 
As i pointed out when i wrote my BOIS config out, i have C1 disabled. I don't have ANY specific option for EIST..
