Hi all I've a Core 2 Duo E7500 @2.93GHz 3MB L2 Cache FSB: 1066MHz
and these are the values at CPU-Z

Put it under a load and that value will change. You have CE1 enabled in your BIOS, this allows the CPU to downclock and "relax" when it is not being used heavily. You can disable this feature if you would like in the BIOS. Although it doesn't really effect anything unless you really start overclocking the system.

Oh, and you might have your FSB set incorrectly in the BIOS too, looks like your running 800 when you might need to be at 1066.
 
You probobly have power saving on. I dont know intel features but at AMD Cool'n'Quiet lowers clock speed when you dont use the CPU, i'm pretty sure that if you ran a program that takes more processing power it would increase the clock. So try runing prime95 and check the clock speed again.
