New HDD in Win7

I just added another hard drive and when I go to disk management, it's shows up on the list. When I right click on it, though, the only thing that pops up in the menu is "Help". For all my other drives, I get "Open, Explore, Format, Change Drive Letter" etc... The prompt to initialize the disc did pop up, but nothing happened after. Any help would be appreciated.
