CPU Temperature of P4 ,1.5GHz

I got a new P.C. (Intel P4 1.5Ghz)

I think that there is a lot of variation in temperature between the idle time and full load time:

Idle time the teperature is 35 degrees
& During Full Load it goes upto 68 to 70 degrees.

Is this normal with pentium 4 processors?

please suggest a solution if this is not normal.
