low performances - Q6600

Hi, recently my Q6600 recieves low performances.
in the Aero the CPU section got 3.4 (the lowest at my computer).
the CPU is always at 40% and above.
i'm not able to view a Full HD film without lags from the computer.

i've ran a CPU check using CPUZ, please take a look.
i would appriciate you input regrding it.

PC Spec:
Q6600
NVIDIA 8800GT
4GB 1033MHZ DDR3
i do not remember the kind of motherboard i have.

i would appriciate if you know what might cause that (it used to woek fine).

The only thing I can tell from the CPU-Z screenshot is that both SpeedStep and C1E are enabled in the BIOS, simply because of the current x6.0 multiplier and 1.10V Vcore. If you're not interested in the power-saving features that the CPU has to offer, then disable both of those options resulting in a constant x9.0 multiplier and Vcore to match the CPUs VID when set to Auto.
 
Go to you're bios and turn C1E or any C state off. And doo us a favor next time, screenshot it.
