That memory is not rated to run 8-8-8-24 and may not do so at any voltage? All you can do is try. 9-9-9-24 or 27 2T @ 1.8V 1600 MHz. would be the correct timings for that memory. Your CPU may or may not allow higher RAM frequency operation as it's only rated by Intel for 1066 MHz.?

I want to use them at 1600 mhz not 1333. so they might not be able to run in 8-8-8-24 and 1600mhz together???

From what I see is that this kit is designed to work on amd platform. Possible that you have to play a bit with sub timings to make it run at 1600 8-8-8-24 as spd will be a bit different. I don't know what chips are in these kits but try 9-8-8-24 1.8V. I just doubt that it can't oc at all. Try to set a bit higher chipset voltage, maybe will help.
