Win98 boot disk

I want to create a DOS boot disk that I can use to play the (relatively old) game Under a Killing Moon. The boot disk that you can create using Windows would work, but it does not seem to load a mouse driver. How should I go about creating a workable disk? William told me to mention his name so that I might get more help.
