Assuming you're referring to WEI in either Vista or Win7, paste the following into Notepad, save it w/ a *.reg extension, then double-click it to merge it into your registry...

Code:
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Control Panel\Performance Control Panel]
"PerfCplEnabled"=-

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Control Panel\Performance Control Panel]
"PerfCplEnabled"=-

Now if we could just get rid of WEI on every computer so people stop using it to compare performance...

Are you running Vista or Win7, and which architecture? Click Start | Type gpedit.msc and press ENTER | Expand the following branch in the Group Policy Editor...

Computer Configuration | Administrative Templates | System | Performance Control Panel

Double-click 'Turn off access to the performance center core section', and set it to Not configured. If it's already set to Not Configured, set it to Enabled and click Apply. Then revert the setting back to Not Configured. This resets the registry based policy if set already. Repeat the steps in this branch as well:

User Configuration | Administrative Templates | System | Performance Control Panel

Sounds like malware I got once, but it was when hovering the mouse over a registry entry and regedit disappeared when hovering the mouse over a registry entry.

... and typing gpedit.msc into the Start Search field doesn't open the policy editor?

Home Premium does not seem to have gpedit.msc, mine does the same thing.

I've been in front of an XP PC all day so I can't verify it, but after thinking about it I think MS removed the *.msc extension from the editor, and instead just uses the *.exe extension. So instead of typing gpedit.msc, just type gpedit and hit ENTER instead.

"gpedit", "gpedit.msc" and "gpedit.exe" all say not found. The only "gpedit" file in my c:\windows\system32 folder is "gpedit.dll".

Doing a quick Google search shows results that indicate it is not available in Home Premium.
