FPSs are a no, but what about games like Eve online?

This is a really subjective question. It depends on the quality of the connection, but you'll basically get the same kind of experience on an MMO as you would on an FPS- lag. It boils down to how much lag you can stand in the game. With an MMO you could probably get away with shopping/crafting/npc interactions, but anything that you need serious realtime responses would be difficult.

WOW is very playable except for a handful of timing intensive raid encounters... and i'm talking like literally about 5-6 encounters.

Most MMO's are fine. Twitchy FPS or games that require low latency? Fuggedaboutit.
