Below are my settings:
I can boot into windows no problem and play games, but I can not finish a Prime95 stress test.

Have I made a mistake on my settings or do I just need to bump the Voltage to 1.30?

IMHO, if you are going to disable c1 might as well disable c6 and speedstep.. or have them all enabled.

As far as what you may need to change to pass a stress test.. What is happening to indicate you are "failing" stress test? prime just returns errors?, BSOD (if so.. what code.. ex 0x00000***)?, computer freezes?

If you dont want your computer downclocking on idle, along with disabling ALL c states and speedstep, I would also change your phase control to either "optimized" or "exreme" to maintain a full on phase array. Not that it should be needed, but it wouldn't hurt anything to bump cpu current capability to 110-120% either, just in case it's not letting it have the amps it wants at full loads.

edit:// also, in short answer, try bumping the vcore, your well within "safe" limits unless your temps are already climbing under full load to 80c
