vcore not fluctuating with speed

according to cpuz my vcore does not fluctuate anymore like it did when it was at stock speeds. C1E & EIST etc are all enabled, i have not touched those, and i manually set vcore to 1.3v in bios. When my multi drops to 12x the vcore still remains at 1.3v. Why is this?? it SHOULD drop to idle volts and then shoot back up to 1.3v on load.

Once you play around with the voltages it won't change to the extent you're expecting unless you adjust the offset voltage or turbo voltage.
