Is there a phone book style website for names?

I'm trying to find someone and have absolutely no idea how to spell the last name. It looks like something a Czech or Russian spit out. I know the person's first name and the city. I know the last name starts with a K.

Anyone know of a place where i can search using the first name, last initial, and the city and it would give me a list? Once I see it I'll know it but there's just no way my brain can remember how to spell it.

This site lets you do it if you can remember the first two letters. Sometimes it returns results, sometimes not. It seems kind of buggy, but it's the only one I found. (Must be others somewhere)
