question about turbo

I am running two x5650's and they can turbo up to a 22x multiplier but on all my benches they are only hitting 21.
I know they say conditions are up to power and temp but my temps are 49-53 so I don't see that being the issue. and it is hitting the +1 multiplier but not the +2

Sorry if its a dumb question I looked and looked but coulnd't find people with a similar issue. It seems most were either not hitting it at all or had no problem.

Strange - I know the Turbo on my i7QM can be a bit funny sometimes.

I assume you've tried just loading one core and watching the CPU frequency with something like CoreTemp?
