It's DDR, so IIRC it's a 1804 MHz clock but transmits on the rising *and* falling edges of the signal so it's effectively 3608 MHz.

Exactly, DDR will normally be set/report at half of its data rate. It shows up the same way if you use CPU-Z and look at your normal RAM it will show up as half of what it is currently running (400 when it is DDR-800 for example).
 
That depends. Sometimes factory overclocked cards come with better coolers on them making it worth the premium in price. Sometimes they dont come with aftermarket coolers and IMO, are a ripoff considering you can overclock to factory levels and then some on your own in just minutes.
 
I'm not surprised. The factory-overclocked cards are normally just a mild bump that any card can do so that they can charge a bit more for the card.
