Peltier Rating and Thermal Equations

OK, I'm trying to make sense of peltier ratings. Lets say we have an 80 Watt Pelt. Does that mean it Releases 80 Watts of heat on the Hot side, and obsorbs 80 Watts of heat on the cold side? I'm fairly sure it can't have perfect heat transfer, so what are the actual numbers like on an '80 watt' peltier?

After that, let's say I have a processor that gives off 70 Watts of heat. If I put an 80 Watt pelt on it, how do I caclulate how far below ambient my new temp will be?
