To get the discount you need to place your order within the Steam Store by opening Steam from your taskbar.
There are two pre-ordering packages, one is $8 more and gives you some goodies. I do not know if the goodies are worth anything or not. It may grant you an additional long range sniper scope on one weapon but I am unclear.
