Problem: Gtx570 throttling ( reasons unknown )

It'll run fine even if i play games for hours on end, but then at some point, if i'll leave my PC idling for some time and then come back to play some games, they would run like crap untill i reboot and now i found the reason: the card would simply not run full speed, but what could be causing this ?

Check this setting and make sure it's set to Off... Control Panel--> Power Options--> Edit Plan Settings--> Advanced Power Settings--> PCI Express--> Link State Power Management--> Setting.

The nVidia 570 driver throttles FurMark to prevent thermals from being ridiculous, so it's not the best indicator.

Does it show the same clockspeed behavior in games?
