Paypal glitch?? lil help needed


is paypal just slow in getting payment:
usually when i buy things using paypal its reflected on my credit cards or bank account and the transaction is posted right away or within a day tops.

i bought something last week from ebay and i used paypal. there was no money in my bank account but my banks credit card is used as backup funding. this was friday 12/2/2011 last week. the person received payment friday/saturday and monday 12/5/2011 he shipped the item out to me, i received it on wednesday. as of last week on paypal the transaction was showing as complete.
on wednesday 12/7 i get an email from paypal saying:

Your bank has declined the funds transfer because your account did not have sufficient funds available. We will automatically re-attempt this transfer in 3 business days. Please fund your bank account immediately to ensure this transaction can be completed.
im not sure what to do, because the paypal website is showing the transaction as completed, but my bank nor my credit card is showing that funds were removed.

the seller told me he has received funds.....
so what the hell? i just want to pay for this item and paypal doesnt know whats going on when i called them today the lady i spoke to was clueless

Well first thing you don't do is click on a link in that email and enter your info. Chances are it is a fishing email trying to get your info. The seller got paid and you have your item, I would disregard the email. If you in fact have "logged into" or put anything in after clicking on that email I would change it immediately. That's just me though.

Paypal charges electronically, which queries your bank account instantly. If it fails, it will try the credit card which is also checked instantly.

I would also ignore the email. If paypal requires correspondence from you, they would send you a message through their website's messaging system and mark the transaction as incomplete.
