Can you install windows 8 64 bit with a 32 bit operating system ?

Install it on a different drive or partition. You can have a multi-boot.

I know when I tried to install Ubuntu 64bit with 32 bit O/S it would not install.

As long as you use different partitions/drives, it does not matter what architecture you install or what is on the other partitions/drives.
