throttling bandwidth to certain users

I have a belkin n300 router I am trying to throttle the amount of bandwidth 2 spacific IPs get from it. Is there a way to do this without using software on the users computer or useing a server? If a server is the only way does someone know how to set one up to do this?
 
Looks like your route model is F7D6301 which isn't supported by ddwrt (yet?). Also didn't see any reference to QoS with that router so I think the short answer is: "no". :(
