since when did Intel have water cooling stuff

It's the same old Asetek unit as Antec, Corsair and Thermaltake use with a different fan and different logo.
Not a bad cooler, not worth $90 unless you have space issues IMO.
Actually not even then as you can get the same cooler with a different fan (or fans) for less money.
 
Intel said, "I'll buy 100,000 units of your crap as long as I get a 20% on each unit sold with our label".

They get the $1 a day Foxcon folks right on it with a new shiny Intel instead of Corsair label.

That's how they do it. And folks buy it, it's magic. It's 'muisic please, the Intel bing thing', and they put in 5 more orders at 100,000.
