Noticed that my laptops Light of HDD never stops blinking. I turned off indexing and it didnt matter at all.

Computer can sit idle and still flash like it does in video.

the numbers you see in the system tray 0.8 is core frequency and hardly jumps to the 2.3ghz.

Any ideas on how to stop this constant disk fetching.

It could be a scheduled system process (indexing, defrag, etc) or a program. Try safe mode to see if the issue persists. If it doesn't, then use msconfig to narrow down what is causing the disk usage.
 
I have windows Indexing off, Windows Def off, Back up off, restore off, and i do Msconfig every time i install a program so it dont load.

I went though add remove list and got rid of all the dell installed software i dont use. It almost seems like its AVG causing it with its constant scanning

Between start up and services tab in msconfig, only 15 boxes checked
