This is an interesting development by NIST (National Institute of Science and Technology).

A small footprint super cooler that rivals liquid helium in effect. Now just to get Swiftech to get a hold of the right nano-fabricators; the first to market with it would be wise to chase the mega-farms at Oak Ridge, Google, NSA, AT&T, et al:

Pundit on all ye deniers. Sure, it will take a few years to trickle down to us, but hey, it's coming.
 
The wattage is going to be the main question. They don't get into it (draw or cooling power or ratio) anywhere sadly :(

Does look pretty cool though, appears to be a Super Ultra TEC.

EDIT:
One of the links has more info. 700 pW of cooling power at 290mK. Going to need to be a bit bigger before it'll do a CPU :D
