low voltage on the 12 v rail

I have a thurmaltake psu and one the 12 v rail reads 11.2 is this to low or is is with in reason .with out anything being pluged in to the psu. I used a thurmaltake psu tester to get the readings
.
 
What you read this with ?

never trust motherboard/software reading for this, get a multimeter and read it on a molex or a PCIe 6pin cable. ( yellow are 12v )
 
This is the ATX spec.
+12 VDC ±5% (±0.60 V)
+11.40 V to +12.60 V

I dont know if i trust your Thermaltake tester ... you have a real multimeter on hand ?

A yellow and a black on 12v DC with the multimeter.
