GPU voltage not changing?

so i just found out that i cannot change voltage in MSI Afterbuner. at all.

i notice that when i have GPUz running, voltage does not budge one bit. even when i set it to 1.25 it still shows 1.19.

i did try to edit MSI afterburner.cfg but its strictly read only. i cant even make any changes at all.

is there another way to change the voltage?

EDIT: i also changed to LN2 bios, still the same thing.
 
Run notepad as admin, use that to open afterburner.cfg, make the edits, save.
That gets around the read-only.
 
actually i found out that it is changing...gpuz just dosent somehow see it.

is there anyway to know how much power my PSU is using? like a program maybe?
 
Nope.
A kill-a-watt will get you a number, how accurate it is depends on a wide variety of unknown variables.
