Beeping gigabyte motherboard 1 long 2 short

My motherboard that I got on the 6th of December is beeping it was delivered late by 1 day siting in -40 to -50 or colder temperatures. I think the cold damaged it. I have seen oil covering some of the stuff on the motherboard. I don't now were it came from. Should I RMA it just on the temps alone?
 
I doubt the temps did anything to it, but who knows. I would RMA it on the fact that it doesn't work and has "oil" on the board.
 
The worst part is there are dark spots on the bottom of the board almost a ghost of a circuit under going through another circuit were the PCIE port is. So it has to be the mother board I just did the rma.
