USB keyboard wont work before boot!

I just got a new Intel DQ35JOE motherboard and it doesn't have any PS/2 ports on the back. I need to use my usb keyboard to install windows 7 but none of the keyboards I tried work. I can't get into bios either.
 
It sounds like fast boot is enabled in bios. I have a laptop that the USB keyboard I use with it won't work if fast boot is enabled in the bios.

Try clearing the cmos and see if that helps. Also during post, dry hitting pause/break button repeatedly.

There's a cap next to the USB ports on the back. Check it for damage or swelling.
 
I tried clearing cmos and someone told me about the fast boot but idk how to disable it.
