Is this a good storage server upgrade?

My 24x7 storage server is currently running an old AMD X2 BE-2300 45W that I bought in 2009. I believe the system is about to blow since windows is constantly slowing down to a crawl and it is showing memory issues and overall slowness even after a fresh install. Either way I'm not investing more money into an old architecture.

This is what I am looking at:

I can put a 4GB stick of RAM from another system.

My only deal is that this socket only offers 2x SATA ports which sucks.
Should I forget about the platform entirely and buy something different with more ports (although the 25w is really appealing)
Or what sort of SATA expander should I consider thats decent?
 
Are they reliable and allow me to use SMART the same as if it was plugged directly into the SATA port?
 
Can you recommend an 8 port for me? Any brands to stay away from? Newegg has so many I'm kinda overwhelmed on what is decent and whats junk...
