Heatsink Attachments

I have worked on mobos that attached the heatsink with clips onto the socket. Others have a frame that you press spring levers into.

What controls this, the mobo design or the fan design?

CPU manufacturer specifications control it.

My P IV has the frame and spring levers. What does a P III Socket 370 have?

Pretty much all Intel processors except the P4 used clips on the socket, they switched to the current design with a frame and levers when the P4 arrived.

The Socket 423 P4's used clips also, though some heatsinks could be screwed directly
