Are you assembling a new computer?
Older P4T-E does not work with Northwood without BIOS flash. You need at least 1005E.

Give it a try: use jumpers (disable jumper free mode).

Another common problem is the memory configuration. Please also check that.

3rd, you may need to clear CMOS before you install a new CPU.

Believe me, a CPU is not that easy to be "dead".
 
Yes it can still give off heat even if it's not working properly, but that's not the best way to try to test your cpu. Take the above advice first.
