K. I am highly considering buyin the followin components:
EPoX 4G4A+ i845g Mobo (wont be usin onboard graphics)
Intel P4 1.6a (maybe 1.8a tho. i am gonna buy in 1 month so depends on prices and my cas flow)
Swiftech Q Power Water Cooling System
Either Samsung/Crucial/or Corsair DDR 2700

Ok, I will have very good and quiet cooling soon. With that, what type of OC do you think I will be able to get with the system at 1.85v? Does anybdoy have a similar system? Will I be able to get a 1GHZ overclock?

Well, 2.4 gig is a no brainer. With water cooling, 2.6 gig is a good possibility. I think the 1.6a CPUs might be getting dropped in a month or two, but the 1.8a will do about the same.
