I want my icons to be placed in the upper part of the section rather than on the left. Instead of them being read like Chinesse they should read like English? Understand? How do I do this?

Right click on your desktop, follow "arrang icons by' and de-select everything except for 'align to grid', then move the icons to the top. They will automatically align themselves across the top.
