I just need to clarify some details:

1.) What voltage do EIDE drives run at?

2.) What voltage do floppies run at?

3.) What voltage do the fans run at?

4.) What voltage do the mobo run at?

5.) What voltage do the fans run at?

Both floppies and EIDE devices use both the 12 and 5 volt lines. I believe the 5 is for the electronics, and the 12 is for the drive motors.

Motherboards use all the voltages that the power supply can make. 3.3, +5, +12, -5, -12. Different devices on the motherboard use different voltages. There are also signal wires that also attach to the mobo, that enable it to control the power supplie's run mode.

Fans use 12 volts. Some fans will run with as little as 5 volts, but to just plug it in it's 12 volts.
