Gateway 2000 cpu question

Gateway 2000 cpu question

I have a Gateway 2000 machine and the motherboard has a sticker that say 1.5x66=233Mhz well i followed the directions and it only clocked in at 200Mhz how would i make it go to 233Mhz if it says it can so what im i doing wrong so if u can help thanks
