There could be any number of reasons. I would guess the most likely is that its hot in your computer room and you have poor case ventilation. Another thing is the Glaciator may not be mounted very well. Also, the Glaciator tends to skew temp readings because of how the air flows around it. And the only way to help that is get some better airflow around the heatsink. Thats about all can think of right now.
Add a duct to the fan so air from the room is drawn into the heat sink you will see a huge increase in cooling performance.Also make sure you can exhaust the same amount of air you introduce into the system.
