1080ti GPU clocks randomly fall on PC startup

Hi all! I have a repeating issue with my 1080ti. Sometimes (randomly) When PC starts GPU clocks are randomly lowered (screenshot 1) No difference if it is set to normal or OC mode in GPU Tweak III. And sometimes all is OK and GPU shows normal clocks on PC startup.

What i tryed to fix this:
1. Reinstall Windows 10 Pro (64)
2. Reinstall nvidia drivers via DDU in safe mode, clear installation.
3. Tryed previous nvidia drivers, different versions.
4. Tryed system restore (restoration points)

Please any help will be appriciated!

Do the clocks ramp up in a game/when needed?

If so, that's normal. Modern video cards clock themselves low on idle/light loads. It will jump all over the place.

No. Fps in game are very low - 17-20, in benchmark same story. I want to mention that I understand a bit in computers :)
 
Load up GPUz and on the sensors tab, see if there's any throttling reasons listed...
On the 3rd screenshot you can see the numbers under load (the Arena Breakout Infinite game is running) and it screwed
On the 4th screenshot you can see normal numbers and the gpu z sensors tab. It took me 11 computer reboots for the numbers to return to normal.
And I also noticed, and the moment when I enter the password to log into the account, press enter and the Windows desktop loads, then for 1-2 seconds some artifacts appear - blinking on the screen, I am attaching at screenshot 5 and 6. It literally happens like blinks one and two ( screenshot 5 and then 6) and after that all is OK during whole gaming-working session.
Sometimes GPU numbers are fine upon startup during several days and sometimes this sh*t happens.

Hmm, 11 reboots you say? Can you create a signature with your system specs? And the 1080ti in question is an Asus, right?

Which particular model, and what PSU do you have?

Yes 11 reboots sometimes much less.
PSU Chieftec APS-1000c.
Monitor Gigabyte m32q
GPU is Asus Rog Strix.
I will add HW monitor + CPU-z screenshots.

PSU Chieftec APS-1000c.
Not sure if this is the problem, but Chieftec power supplies have notoriously been trash.

Either your gpu is crapping out or that psu is feeding it dirty power or both. Last ditch effort is to install a fresh copy of windows on another drive and see if it works then. Or try it on another system/power supply.

But I'd also get a high quality power supply, soon, period. Again, Chieftec is, typically, garbage.

Unfortunately I have no possibility to check GPU on other pc and to buy a new one yet. I already did reinstall windows and drivers.
I also suspected psu, is there some method to check it via software?
 
Yeah Chieftec power supplies are garbage and surprised it hasn't exploded yet. Unless you can test the 1080ti and the power supply in another machine, you're pretty much stuck with your issue.

You can check the voltages in Hwinfo to see what the rails (esp. 12v) are reading. Hardware (multimeter) is more accurate, but it may show something. Tolerances are 5% (so for 12v, 11.4 to 12.6 ). But i just think the card is dieing showing those artifacts... maybe the psu did it, maybe it didn't, but a new high quality power supply would be my first purchase...

Edit: your images show it's good, but not sure if you put a load on that value. There can also be other problems than voltage tolerance.

He-he :) I'm not complaining and I don't want you to feel sorry for me, but my budget is enough to eat, pay bills and feed a newborn child only thanks to my wife. I live in Ukraine. I lost my job and sit at home, because due to forced mobilization it is dangerous to go outside - police and soldiers patrol the streets, stop buses, cars, catch men and send them to the trenches. Nobody wants to die, don't blame me for cowardice. And this computer was given to me by a friend who left for the USA at the beginning of the war, I use it with pleasure, not counting such unpleasant moments with the video card. I will try to reinstall the drivers again, and to look at voltage under load. Thank you for your response and advices!
 
If you can't, you can't. Keep your head up over there... i couldn't begin to imagine all the turmoil.

If I have any other ideas. I'll let you know. But please report back what happens, and just for the hell of it. 😀

You should be able to change it in GPU Tweak or MSI Afterburner.

That may help, but, the power we've seen, it's way under the limit and still showing that it's breaking the limit. Worth a try though...

the high perfornance mode is also worthy to check. I've never seen it stick like that through DDU drivers, but, anything can happen...

I for one support Ukraine I know a number of people with family there. Not a fan of dictators or those who support wanna be dictators.

What do you mean by power ? Power targeted to 100% in gpu tweak III, in both cases, - with low(fault) and normal gpu core clocks.
 
The power use... the watts the GPU used when it's 'locked' is really low and still showing it's breaking the power limit.

I take it nothing helped? Manually setting the power in NV Control Panel or raising the power limit?

Nothing of that helped:( I still didn't get what means breaking power limit and what that mean? What screenshot are you talking about, tell me please.
