SOLVED 140mm fan replacement.

While troubleshooting what ended up being a dead 980Ti, I found my 140 mm case fan to be making noise which proved to be a worn out sleeve bearing. I'm looking for a replacement. My citerea is:
1) Silent. It has to be quiet. Maybe around 25 db (A) or less.
2) High CFM. Of all of the fans that are silent, it needs to push the most air. 50 CFM may be too high for the sound level I'm looking for but higher is better.
3) Cost. This is the lowest on my list but I don't want to spend $40 on a single fan either.

I will sacrifice CFM for noise reduction. If I can hear it from under my desk, it's too loud. So of all of the fans that are 25db or less, it has to have the highest CFM.

My most recent fan review is here. I have changed the format so you can directly see the comparative performances of the fans. I myself use two Noctua NF-A14 ULN fans. They run 750 rpm, according to sensors. They are quiet and seem to pull air through the dust filter.

For more flexibility you could get an NF-A14 FLX -- it comes with two resistor cables, allowing three speeds.
