What thideras said, plus check your proxy settings. Some malware can create a proxy, resulting in limited access to external websites. If you run ComboFix it should detect if a proxy has been setup on your machine without your knowing.
If it happens on different networks, then there is something on your system that is preventing you from connecting fine. Are you sure your system is clean?
What changed around the time that the issue started happening? It can't be nothing or you wouldn't have an issue.
If Chrome works fine its settings inside of IE, Reset all of your settings to factory defaults within IE exit and re open and id place a wager it works again .
You could have a proxy or a weird LAN settings in there. Maybe run a malwarebytes scan just incase as well.
