No, not the fan, the fan is really quiet, actually.. it's maybe even too quiet.
I downloaded ATitool to see what FPS it'll give me compared to my old GPU and when i clicked the 'Show 3D' button, a high hertz sound starting to come out the GPU, low dB but you can clearly hear it, it only does it (as i noticed so far) when i scan for snow or open the 3d window, games were fine as far as i saw...i heard somewhere that it can be caused by a leaking part on the gpu, any ideas?

btw, it's the Sapphire New edition one.
 
Its an electrical sound. Coming from the GPU or other parts.

On my GTX285 when i installed a Trad GTX it stoped pretty completely this sound ... I think it was the GPU. The GTX was compressing more onto it so it stoped. I think.

You can RMA the card for this. Your not the first one !

Edit : In most case this isnt affecting tthe card. My GTX285 was capable of ~740mhz vs 650 stock.
