Edit: Got my system HCI MemTest and RealBench stable at 4.6GHZ for 24/7 use. Also raised voltages a bit an am now [email protected] stable as well. I stress test under 80C with a Predator 360 AIO with a Titan X waterblock in the loop. 
Here is my BIOS settings for my 'J' batch 5960x at 4.6GHZ and Corsair Vengeance LPX At 8x16GB at 2666MHZ.
The timings on the memory are good at 13-13-14-33 1T.
If you don't see a setting it's on Default or Auto.
I bought the 'J' batch CPU because they are well known to get higher clocks at lower voltages then other 5960x's. If you are going to buy one really try to find a 'J' batch. I phoned local stores and had them check the batch numbers on the boxes. if it starts with 'J' really great chance you'll get a good overclocker. If you don't have a 'J' batch and can't get 4.6 with these settings try 4.5 or 4.4GHZ. with the settings. You'll still be doing well.
My Experiment with Adaptive/Offset voltages failed.
Back to fully manual with the settings below as before.
