6700K Will Not Boost Clock

Hey Gents,

So, I have a Gigabyte z170 with 16gb Trident Z and a 6700k. All settings are at stock. My problem: when I play a game or even run Cinebench, my CPU will not boost clock. I'm watching the speed with CPU Z and with Windows 10 task manager, and it will only go to 4.00ghz. Any idea why it won't boost clock to 4.2?

I will start to OC in a bit, new build, so still working on other stuff.

The 6700k will only boost to 4.2 on a single core boost clock at stock, when you overclock it will go to 4.2+
