6950 sapphire graphic glitch

I have my toxic also with the unlocked shaders set, and get good stable clocks, however, I can't stay stable over 940 on the gpu, regardless of upping my voltage to 1.3.
The memory can take more but I keep it at 1350 as per CCC max setting.

I have a feeling this is caused by unlocking the extra shaders, these 6950's can do them, but not all of them are 100% stable, especially with games like bf3 that are very taxing on the gpu.

Maybe you should lock those shaders again and see how far your overclock will go without the screen going overlapping on the side.
Also you can try disabling properties for your digital flatpanel in CCC "my digital flatpanel" or play with the settings, it influences the way your screen is zoomed and/or filled completely.

Thought I would check in here as I have had some issues over the last month with weird tearings and some lighting, shadow issues. I have also had several BSODs that seem to be GPU related as the screen goes to horizontal lines just before crash. I have had my shaders unlocked from the begining but have only had issues recently in BF3 and with a few videos that use the AMD steady vision. I flipped the switch back to original bios and haven't had any problems yet but we will see. GPU is not overclocked nor has it been at all.
