One comparison: My R5 7600 runs hotter at 90W than my 7800X3D at 120W, even when the 7600 has a direct die kit. In theory, there is an additional cache layer in X3D chips. In reality, it's so thin that it doesn't matter. The power management does all the work here with temps.
7950X generates much more heat, but most of the cores are unused or at low load in games, so in this scenario, it's not so visible. Keeping the 7950X at optimal frequencies under a high all-core load is impossible if you don't have a good cooler (like something designed for 250W). You can easily do that on ~170W coolers with all X3D chips.
The 7950X also boosts up to 95C, every 7000 series X3D up to 89C, and the 9800X3D up to 95C. They have different points at which the voltage and frequency are reduced, so it's not easy to compare them directly. You will see higher temps on the 9800X3D than on other X3D CPUs simply because they are designed for higher temperatures.
I'm not saying that the 7950X is a bad CPU. Even though I thought about changing it multiple times, I see no point, and I'm using it for all the AMD-related reviews (motherboards, storage, and some more). I'm thinking of getting a 9800X3D as a second CPU, as I'm sick of switching motherboards, but I've not decided if to get it or wait for the 9950X3D. I guess it won't make any difference in what I'm using it for, and I will probably order the 9800X3D next week (if I don't get a better idea).
