980ti Classy overclock results - need an assist

I seem to be hitting a wall....temps are staying below 35c during FS runs, but no matter what I do, I can't get it to run consistently here, and certainly not at any higher clocks or voltage. I'm going to drop the ambients tonight, and see if that doesn't help some, but.....

I'm game for suggestions:

I would assume that it is, as when I was testing the card on air, it wouldn't run 1524 until I lowered the voltage from stock. It kept the temps just low enough to run it. If I allowed it to get above 57c it became unstable and would crash.

Yes, I set the baseline clocks / overclocks on air, and then put the block on.

I pretty much gave up trying to get it to go over 1580, and went ahead and added the other GPU. Left it on air though...I put both of them in EVGA's step up queue to upgrade to the 1080, so the waterblock for the 2nd card is being sent back. Even with the one card on air, I was seeing some pretty good numbers.

1528 core / 2100 memory seemed to be the sweet spot with the one GPU pushing air.
