a rookie voltage question....

I recently built a new computer using the asus a7a266 motherboard. Every now and again the +3.3v monitor will jump over 3.3v. Is this normal?

is this even worth answering? I guess the better question is how much the range of the voltage jumps is before it isnt safe for the components?
