My friend has an Athalon 700 on an Asus A7V mobo. He was installing a new hard drive, shut it off, and now his machine won't start. (It is not and has never been oc'd) I have tried changing the jumpers to read a 100 fsb x 7.0 vcore, no dice. His fans start up, it accesses his hd for a few seconds, and then stops. WILL NOT POST! I have tried removing the battery, and clearing the CMOS, nothing, Even took everything out except mobo, proc, ram, and hd. no post. Any suggestions?

Remove the HD and see if it'll post. It'll post w/o the hd, y'know.

And check that the IDE cable is plugged in right...red stripe to pin 1 on both ends. Some IDE cables have 1 plugged hole to prevent installing backwards (ASUS supplied cables do) and if your force the cable in the wrong way it can bend a pin over causing a short. :)
